The US knew that Japan was coming and did not scramble the ships at Pearl Harbor, but allowed them to be bombed.
This gave the excuse to go to war because the US populace was originally for neutrality and it was promised to Americans that WWI would have been the war to end all wars and they would never need to fight another war again should the US win WWI.
