Pentagon Finds No Fault in Ties to TV Analysts

A Pentagon public relations program that sought to transform high-profile military analysts into “surrogates” and “message force multipliers” [and without permission, knowledge or consent; what bastards] for the Bush administration complied with Defense Department regulations and directives, the Pentagon’s inspector general has concluded after a two-year investigation.

The inquiry was prompted by articles published in The New York Times in 2008 that described how the Pentagon, in the years after the Sept. 11 attacks, cultivated close ties with retired officers who worked as military analysts for television and radio networks. The articles also showed how military analysts affiliated with defense contractors sometimes used their special access to seek advantage in the competition for contracts. In response to the articles, the Pentagon suspended the program and members of Congress asked the Defense Department’s inspector general to investigate.

In January 2009, the inspector general’s office issued a report that said it had found no wrongdoing in the program. But soon after, the inspector general’s office retracted the entire report, saying it was so riddled with inaccuracies and flaws that none of its conclusions could be relied upon. In late 2009, the inspector general’s office began a new inquiry.

The results of the new inquiry, first reported by The Washington Times, confirm that the Pentagon under Donald H. Rumsfeld made a concerted effort starting in 2002 to reach out to network military analysts to build and sustain public support for the wars in Iraq and Afghanistan.

The inquiry found that from 2002 to 2008, Mr. Rumsfeld’s Pentagon organized 147 events for 74 military analysts. These included 22 meetings at the Pentagon, 114 conference calls with generals and senior Pentagon officials and 11 Pentagon-sponsored trips to Iraq and Guantánamo Bay, Cuba. Twenty of the events, according to a 35-page report of the inquiry’s findings, involved Mr. Rumsfeld or the chairman of the Joint Chiefs of Staff or both.

One retired officer, the report said, recalled Mr. Rumsfeld telling him: “You guys influence a wide range of people. We’d like to be sure you have the facts.”

The inspector general’s investigation grappled with the question of whether the outreach constituted an earnest effort to inform the public or an improper campaign of news media manipulation.

The inquiry confirmed that Mr. Rumsfeld’s staff frequently provided military analysts with talking points before their network appearances. In some cases, the report said, military analysts “requested talking points on specific topics or issues.” One military analyst described the talking points as “bullet points given for a political purpose.” Another military analyst, the report said, told investigators that the outreach program’s intent “was to move everyone’s mouth on TV as a sock puppet.”

The inquiry also confirmed that Mr. Rumsfeld’s staff hired a company to track and analyze what the military analysts said during their media appearances. According to the report, four military analysts reported that they were ejected from Mr. Rumsfeld’s outreach program “because they were critical” of the Pentagon.

One former Pentagon official told the investigators that when Barry McCaffrey, a retired four-star Army general and NBC military analyst, “started challenging” Mr. Rumsfeld on air, he was told that Mr. Rumsfeld wanted him “immediately” removed from the invitation list because General McCaffrey was no longer considered a “team player.” Mr. Rumsfeld told investigators that he did not recall ordering General McCaffrey’s exclusion.

Wesley K. Clark, a retired four-star Army general who worked as a military analyst for CNN, told investigators he took it as a sign that the Pentagon “was displeased” with his commentary when CNN officials told him he would no longer be invited to special briefings for military analysts. [no shit, he went public announcing the long term strategy to take down Iraq, Afghanistan, Libya, Syria, Nigeria, Chad and Egypt; and take special note: British NGOs are in Syria right now destabilizing that country] General Clark told investigators that CNN officials made him feel as if he was less valued as a commentator because “he wasn’t trusted by the Pentagon.” At one point, he said, a CNN official told him that the White House had asked CNN to “release you from your contract as a commentator.”

But several former top aides to Mr. Rumsfeld insisted that the purpose of the program was merely to inform and educate, and many of the 63 military analysts interviewed during the inquiry agreed.

Given the conflicting accounts, the inspector general’s office scrutinized some 25,000 pages of documents related to the program. But except for one “unsigned, undated, draft memorandum,” investigators could not find any documents that described the strategy or objective of the program. Investigators said that to understand the program’s intent, they had to rely on interviews with Mr. Rumsfeld’s former public affairs aides, including his spokeswoman, Victoria Clarke. Based on these interviews, the report said, investigators concluded that the “outreach activities were intended to serve as an open information exchange with credible third-party subject-matter experts” who could “explain military issues, actions and strategies to the American public.”

The inspector general’s office looked into the issue of whether military analysts with ties to defense contractors used their access to senior Defense Department officials to advance their business interests.

The report found that at least 43 of the military analysts were affiliated with defense contractors. The inspector general’s office said it asked 35 of these analysts whether their participation in the program benefited their business interests. Almost all said no. Based on these answers, the report said, investigators were unable to identify any analysts who “profited financially” from their participation in the program.

The report, however, said that these analysts may have gained “many other tangible and intangible benefits” [stock and bond options, CEO status, pensions, lucrative contracts and corporate perks] from their special access. (Eight analysts said they believed their participation gave them better access to top Defense Department officials, for example.) The report said that a lack of clear “internal operating procedures” may have contributed to “the perception” that participation by military analysts with ties to defense contractors “provided a financial benefit.”

Frank Lowy, AC (born 22 October 1930 in Fiľakovo (Hungarian: Fülek), Czechoslovakia) is an Australian-Israeli businessman and was ranked #1 on the BRW Rich 200 list in 2010. He is a co-founder of the Westfield Group, operator of over 100 shopping centres in Australia, New Zealand, the United States and Great Britain. [again a connection to Britain because Britain controlled all passports going into the state of Israel] Frank Lowy was born in Czechoslovakia, and lived in Budapest, Hungary during World War II. He made his way to France in 1946, where he left on the ship Yagur, but was caught en route to British Mandate of Palestine by the British and deported to the detention camp in Cyprus. After a few months, Lowy was allowed into Palestine and was brought to the Atlit detainee camp. Lowy then moved to Sde Yaakov a small yeshiva school near Qiryat Tivon eventually joined the Haganah and then the Golani Brigade, fighting during the Arab–Israeli War in the Galilee and in Gaza.

Lewis M. Eisenberg (born 1942) is an American business financier and investor, [used to be with Goldman Sachs] with entrepreneurial roots known for co-founding and heading a private equity firm, Granite Capital International Group L.P. [Thomas A. Strauss who is extremely influential is from London; and he is with Granite Capital International Group L.P. as co-Chairman also with a company called Ramius under the Cowen Group] Lewis Eisenberg has a long history in American political fund raising circles [but he likes the way the British invest] and is most notable for the various national, state, and bi-state appointments he held throughout his career, specifically as the Chairman of the Port Authority of New York and New Jersey at the time of the September 11, 2001 attack of the World Trade Center. In 2008 he served as John McCain for President, National Co-Chairman, McCain Victory, National Finance Chairman, and as National Finance Chairman for McCain/Palin Victory 2008. [big give away here because John McCain is treasonous with his allegiance being to the City of London through the Bronfman criminal syndicate in Arizona; it is also alleged he is related to King Edward through his father; McCain himself was born in Panama and there is a bit of a mystery as to his past] Lewis M. Eisenberg also served on the board of ITC, the nation's largest independent electric transmission business and a former KKR portfolio company. Ronald Steven Lauder (born February 26, 1944) is an American businessman, civic leader, philanthropist, and art collector. Forbes lists Lauder [Estée Lauder Cosmetics; pretty amazing, go from managing cosmetics to managing NATO policy at the Pentagon; no wonder Libya got pounded to shit with American-made cruise missiles with an obvious benefit to Israel and Britain by throwing the Islamic world into chaos and upheaval] among the richest people of the world with an estimated net worth of $3.0 billion in 2007. In 1984 he became a Deputy Assistant Secretary of Defense for European and NATO policy at The Pentagon. [don't think for a moment he wasn't formulating NATO policy with British foreign policy bureaucrats, i.e., take down Iraq, Afghanistan, Tunisia, Egypt, Libya and soon Syria] In 1986 Ronald Reagan named him as the US ambassador to Austria, a position he held until 1987. As ambassador, he fired diplomatic officer Felix Bloch, [interesting, why did he fire Bloch? Did Lauder know what Robert Hansson was up to as a double agent and the worst penetration of American intelligence in history?] who later became known in connection with Robert Hanssen espionage case. [spy formerly with the Chicago Police then the FBI who caused more damage to America's intelligence infrastructure than in the history of the United States] Ronald Lauder manages investments in real estate and media, including Central European Media Enterprises and Israeli TV. [Central European Media Enterprises is based in British-owned Bermuda with corporate offices in London.] Ronald Lauder's daughter Jane is married to Kevin Warsh, a member of the Board of Governors of the Federal Reserve. Kroll Inc. [founded by Jules B. Kroll in 1972; Kroll Inc. is referred to as 'Wall Street's CIA'] is a global risk consulting company headquartered in Midtown Manhattan, New York City. Founded in 1972, the company provides investigation and technology services to attorneys, financial services companies and corporations in numerous industries. The Europe, Middle East and Africa (EMEA) region is one of Kroll's regions. Kroll's EMEA headquarters are in London, [another connection to London] and the company has a presence in Spain, with offices in Madrid and Barcelona. Kroll were responsible for revamping security at the World Trade Center after the 1993 World Trade Center bombing. [so either Kroll did not know the buildings were being wired for explosive collapse or they were party to it?] They also took on responsibility for security at Chicago's Sears Tower following the September 11, 2001 attacks. Kroll Inc. also hired former FBI special investigator John P. O'Neill, [hired or headhunted by Jerome M Hauer who worked for Kroll] specializing on Osama Bin Laden to head the security at the WTC complex just prior to September 11, 2001. John O'Neill died on the WTC attack. [John P. O'Neill was killed on 9/11 and his body was identified by Jerome M. Hauer]; Jerome Hauer was a managing director of Kroll Associates while at the same time he was the national security adviser with the Dept. of Health and Human Services on September 11, 2001; John O'Neill was hired by Kroll on the 23rd and he started work at WTC on the 10th of September, a day before the attack. Also on that day, John O'Neill, along with Jerome Hauer and John Miller had drinks together at Elaine's in the Trade Tower. In August 2010, Kroll Inc. was acquired by Altegrity, Inc. in an all-cash transaction valued at $1.13 billion. Altegrity's family of companies also includes USIS, [does anyone know what 'USIS' stands for; I think this is the company that took out Col. Ted Westhusing in Iraq in 2005 when he blew the whistle on them for financial fraud and human rights abuses] HireRight and Explore. It is principally owned by Providence Equity Partners. [William Joseph 'Bill' Bratton outlined below now runs Altegrity, Inc.]

William Joseph "Bill" Bratton CBE [go ahead, 'click' that 'CBE' url hot link; it means William Bratton was awarded for his service to the Crown, not America] (born October 6, 1947) is an American law enforcement officer who served as the chief of police of the Los Angeles Police Department (LAPD), New York City Police Commissioner, and Boston Police Commissioner. Bratton was approached by British Prime Minister David Cameron to become the new Metropolitan Police Commissioner in July 2011, but this was blocked by the Home Office on the grounds the Commissioner must be a British national with experience of English law. Bratton instead was offered an advisor role to the British government which he accepted in August 2011. A U.S. Army veteran who saw service in Vietnam, Mr. Bratton began his police career in 1970 as an officer with the Boston Police Department. He holds a Bachelor of Science degree from Boston State College, is a graduate of the FBI National Executive Institute, and is a graduate of the Senior Executive Institute [British controlled SES in America?] at Harvard’s John F. Kennedy School of Government. In 2009, he was honored by Her Majesty Queen Elizabeth II with the Honorary Title of Commander of the Most Excellent Order of the British Empire (CBE) for his work on promoting relationships between United States and British Police Services.
